Any native Teams device will support peer calls as well as joining meetings regardless of whether the sign-in account is configured as a resource or standard user.

Alternatively other Teams participants in that meeting who do have an Audio Conferencing license could have also have invited the PSTN participant directly by adding them to the meeting via their phone number.
